Project Results
The expected results of the project are:
- Recognition amongst Central/Eastern European energy users, financiers and emerging ESCOs of the need for, and how to evaluate and finance energy efficiency projects, how to measure their results, and where to find related resources;
- Improved quality of monitoring and verification of end user projects;
- Improved quality of energy efficiency project designs;
- Increased international trade in emission reduction commodities.
The project will contribute to a better understanding of principles of Third Party Financing and mainly Energy Performance Contracting concepts and of the value of energy service providers. It will develop a common understanding of the Efficiency Valuation Organization’s (EVO) Protocols. A savings measurement protocol adapted to Central/Eastern Europe, with examples, will be developed in 6 languages. It will be made available to European energy users and be the basis for promotion and education on good performance risk management practices.
Training materials on energy efficiency project risk management for a variety of audiences and levels of detail will be developed and a list of approved qualified trainers in both technical and financial sectors will be created. About 1,000 end users will be trained and more will be made aware of the techniques for managing performance risks in guaranteed savings projects.
