PERMANENT Final Conference

The Final Conference of the PERMANENT Project was held on October 27, 2011 in Warsaw, Poland. 

This final conference aimed to discuss the outputs of the PERMANENT project and to disseminate the project results to a European wide audience of policy makers, energy efficiency professionals, end-users and financiers. At the same time the conference hopes to contribute to increased investments in energy saving projects and specifically encourage ESCO development in the new EU Member States. The conference therefore addressed both the project findings, as well as other examples of good practises in energy efficiency financing.

The conference was dedicated to issues of financing energy efficiency projects. It was focused on exchange of experiences and opinions about development of efficient and safe financial mechanisms for activities which reduce energy consumption and environmental degradation. Main topics of the conference such as energy performance contracting, financing energy efficiency by third parties or use of potential of ESCO are included in the Energy Efficiency Plan 2011 issued by the European Commission.

Increasing energy efficiency is crucial for environment protection and sustainable use of fossil fuels. It also allows for enhanced competitiveness of domestic enterprises as well as reduction of end consumers’ costs of energy. Nevertheless, as the practice shows, implementation of energy efficiency programs is very often disabled by insufficient financing. Lack of own capital requires taking bank loans or using aid funds.

During the conference we presented conclusions elaborated within the framework of the PERMANENT Project - PErformance Risk MANagement For ENergy Efficiency Project Through Training. The Project was realized by organizations from Czech Republic, Bulgaria, Croatia, Romania, Poland and Great Britain and was supported by Intelligent Energy Europe.

IPMVP & IEEFP training events

The IPMVP and IEEFP trainings have started in the Czech Republic, Poland, Romania, Bulgaria and Croatia. The training schedules have been included on this page and are updated on a regular basis. Information is also be available on the national language pages.

 

Training the trainers in IPMVP & IEEFP - September 2010

Between the 8th and 16th of September 2010, the final training of IPMVP trainers took place in Prague under the lead of John Cowan. In two groups, selected technical experts from ENVIROS (Czech Republic), FEWE (Poland), Energoeco (Romania), Eneffect & EEE (Bulgaria) and HEP-ESCO (Croatia) received their final 3-day training in Measurement and Verification techniques for energy saving measures to prepapre them for training professionals and energy users in their own countries.

At the same time under the lead of Tom Dreessen a 2-day training for financial experts was given on financing energy efficiency projects and managing their risks. Economic and financial experts from the abovementioned organisations were trained as well with the aim of training financial officers of Local Financing Institutions (LFI). The selected financial experts will train financial officers in the specific features of energy efficiency projects, how to manage the major project risks. They will receive basic information in Measurement and Verification techniques as well.

 

IPMVP and IEEFP Capacity Building - January 2010

Between the 12th and 15th of January 2010, the first training of PERMANENT experts took place in Sofia. The training was divided into two groups, a technical group having a three-day training in IPMVP (International Performance Measurement and Verification Protocol) that was followed by an exam and the second group having a one and a half day training in IEEFP (International Energy Efficiency Financing Protocol) as well as some fundamentals in IPMVP.

The IPMVP training was given by John Cowan (see 2nd photo) and the IEEFP training was given by Thomas K. Dreessen. Both are senior experts from EVO (Efficiency Valuation Organisation).

 

The technical experts who pass the exam will continue with a "train the trainers" programme in September this year, so that they will be able to provide training to experts in their home countries (Czech Republic, Poland, Croatia, Romania and Bulgaria). The financial experts will develop a training programme for bankers, making them familiar with financial issues of energy efficiency projects.
