Project objectives
The strategic objectives of this project are:
- To expand the value of energy efficiency projects in Poland, the Czech Republic, Romania, Bulgaria and Croatia. The key barrier is the inability of most stakeholders to properly evaluate proposed energy efficiency projects, and determine the value of resultant savings (as described in Specific Objectives above).
- To increase energy performance contract sales in Poland, the Czech Republic, Romania, Bulgaria and Croatia by reducing the stress that can arise over reports of the amount of actual savings. When an ESCO and its customer disagree over actual savings amounts, distrust of the performance contracting approach permeates a new market quickly, leading to general anxiety amongst potential future ESCO customers about the wisdom of using an ESCO approach.
The expected results of the project are:
- Recognition amongst Central/Eastern European energy users, financiers and emerging ESCOs of the need for, and how to evaluate and finance energy efficiency projects, how to measure their results, and where to find related resources;
- Improved quality of monitoring and verification of end user projects;
- Improved quality of energy efficiency project designs;
- Increased international trade in emission reduction commodities.
The project will contribute to a better understanding of principles of Third Party Financing and mainly Energy Performance Contracting concepts and of the value of energy service providers. It will develop a common understanding of the Efficiency Valuation Organization’s (EVO) Protocols. A savings measurement protocol adapted to Central/Eastern Europe, with examples, will be developed in 6 languages. It will be made available to European energy users and be the basis for promotion and education on good performance risk management practices.
