Target sectors
Three major target sectors will benefit from the results of the PERMANENT project, these are:
- Energy end users
- Technical professionals
- Bankers and Financiers
Energy end users
This large group of energy end users includes both building and industrial sectors. This group will include financial, management and engineering staff within large energy users such as:
- Industries which use significant amounts of energy in their processes
- Commercial buildings (office, retail, hospitality, warehouses)
- Multiple residential buildings (flats, retirement facilities, etc)
- Institutional buildings (schools, universities, military facilities, jails, hospitals, etc)
- Property management firms in the above sectors,
- Government departments which operate large groups of buildings
Their training is expected to introduce key performance risk management techniques. It is expected that this introductory material will interest some of them in also joining more detailed sessions for groups 2 or 3, below.
Technical professionals
Technical professionals are already acquainted with energy efficiency issues. This group will include:
- Consulting companies, energy auditors
- Local Energy Service Company technical staff
- Energy utilities, energy suppliers
- Engineers within large energy users
- Architects and developers
- Energy Agencies
- Independent savings verifiers
Their training is expected to focus on savings measurement and management of savings estimates.
Bankers and financiers
This group will include:
- Local bankers
- Financing associations
- Legal advisors
- Local Energy Service Company financial and contract staff;
- Financial managers within energy end users
- Grant management organisations.
Their education will raise awareness of guidance documents on savings estimating and savings measurement techniques. It will also present financing strategies and structures for energy efficiency projects.
Financiers will become engaged with PERMANENT through a process of customization, promotion and training which is very similar to the processes for M&V training. However, the financier market will be separately addressed by different promotional material and channels, different trainers, a different basic resource (the IEEFP - International Energy Efficiency Financing Protocol), and different training materials. Some of the financier training briefly covers M&V, since it is core to the successful financing of projects.
